SIPPI REQUEST FOR QUALI-
FICATIONS ENGINEERING
SERVICES
The City of Oxford, Mississippi,
will be accepting statements of
qualifications from qualified
firms for the following as part of
Oxford’s Regional Water Re-
sources Development Program
to include water, wastewater,
and stormwater:
ENGINEERING Services in
connection with a combina-
tion of State, Local and/or
Federal Funds including, but
not limited to, Environmental
Protection Agency State and
Tribal Assistance Grants
(EPA-STAG), Environmental
Infrastructure Grants through
US Army Corps of Engineers,
Mississippi Department of En-
vironmental Quality Water
Pollution Control (Clean
Water) State Revolving Fund
(WPCRLF) Program and Mis-
sissippi Department of Health
Drinking Water State Revolv-
ing Fund (DWSRF),
Proposals must be received by
the City of Oxford by 10 a.m.
CST on April 10, 2026. Propos-

Proposals received after 10 a.m.
on April 10, 2026, will not be
considered.
The Engineering firm, or firms,
selected will assist with the fol-
lowing: Data Collection and In-
vestigative Services, Modeling
and Analytical Services, GIS
and related Services, Facilities
and General Planning Services,
Design Phase Services, Con-
tract Bid Documents Prepara-
tion, Technical Specification
Preparation, Cost Estimating,
Construction Engineering and
Review Services, Construction
Management and Administra-
tion, Program Management,
Topographical and Boundary
Surveying and all aspects of
Real Estate Interest and Land
Acquisition Services all for
Water, Wastewater and/or
Stormwater Infrastructure Proj-
ects and Systems, and any
other Engineering Services as
may be required during the pro-
gram timeframe. Specific work
assignments will be more specif-
ically detailed through various
task orders issued by the City
under the negotiated contract to
the selected Engineering firm or
firms.
Qualifications will be evaluated
on the following factors:
• Specified experience or techni-
cal expertise of the firm in con-
nection with the type of services
to be provided
• Past record of performance on
contracts with the community
and other clients, including qual-
ity of work, timeliness, and cost
control.
• The capacity of the firm to per-
form the work within time limita-
tions, taking into consideration
the current and planned work-
load of the firm.
To be evaluated properly, the fol-
lowing must be addressed in de-
tail:
• Qualifications – Availability of
qualified personnel and capacity
of the firm to carry out profes-
sional engineering services
• Experience – Experience and
technical expertise of the firm
and its personnel as well as in-
formation regarding projects
previously undertaken, including
the types and cost of projects.
• Scope of Services – Summa-
rize the scope and type of serv-
ices, understanding of the
program and tasks.
The City of Oxford is an Equal

The City of Oxford will award a
contract to the Engineering firm,
or firms, deemed most qualified

quested. The contract(s) will in-
clude the scope and extent of
work and other essential re-
quirements.
The City of Oxford, Missis-
sippi, reserves the right to re-
ject any and all proposals.
