INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

SMALL BUSINESS SET-ASIDE

DESCRIPTION
The US Geological Survey (USGS), Earthquake Science Center (ESC), requires thirty (30) Semtech AirLink RX400 modems as described in the attached Salient Characteristics.

RELEVANT INFORMATION
The North American Industry Classification System (NAICS) code 334210 Telephone Apparatus Manufacturing and associated size standard 1,250 applies to this announcement, along with Product Service Code 7G20 IT and Telecom Network: Analog Voice Products (hardware).

Proposals must be submitted FOB Destination shipping to Moffett Field, CA, 94035.

QUOTE SUBMISSION
Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at elizabeth_adam@ios.doi.gov. Quotes are due Tuesday, March 24, 2026, at 10:00am PT. Quotes submitted by hardcopy or any web portal shall not be accepted or considered.

Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Salient Characteristics (see Attachment). This may include product literature, references, or other documents, if necessary, and is to include the country of manufacture.

Please include the delivery date in your quotation. The items should be in stock and ready to ship at the time of your quote.

EVALUATION METHOD
Lowest Price Technically Acceptable (LPTA), past performance considered.
ESTIMATED DELIVERY DATE
30 days after award
