REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR THE DESIGN OF AN ADDITION/ALTERATION OF A BRIGADE HEADQUARTERS READINESS CENTER LOCATED ON CAMP JOSEPH T. ROBINSON, NORTH LITTLE ROCK, ARKANSAS

The Arkansas Department of the Military is soliciting responses from qualified consultants to provide professional architectural and engineering design services as defined by the DFA/Division of Building Authority Minimum Standards and Criteria (MSC) for the construction of a new Barracks Facility on Camp Joe T Robinson, NLR, AR
The project is an Addition/Alteration of a Brigade Headquarters Readiness Center. It will be administration for the construction of approximately 13,000 sq/ft addition with some alteration required to an existing 21,000 sq/ft facilty. The addition include a drill hall, admin areas, storage rooms, shower/locker rooms, classrooms and supply rooms with arms vaults. Extension of electric, sewer, water and communication utilities to the building site will be necessary. Access for individuals with disabilities will be provided. Antiterrorism measures are to be included in accordance with the DOD Minimum Antiterrorism Standards. Agency intends to award this contract to one consultant having the capability to provide the required services in-house but shall consider awarding the contract to a consulting firm with outside sub-consultants. This facility will be designed to meet all local, State, and Federal building codes and as per Public Laws 90-480, 900-400 and USGBC. Agency reserves the right to award one or more contracts under this solicitation if deemed in the best interest of the State.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalists for interview in accordance with the MSC. The agency intends to award one contract under this solicitation.
The deadline for submitting detailed responses to this RFQ is 12:00 p.m. March 4, 2026.
