THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS.



THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST.



The Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract at Davis-Monthan AFB, Tucson, AZ. The applicable North American Industry Classification System (NAICS) code is 238320 with a small business size standard of $19,000,000.00. This requirement is to provide painting and protective coatings for an ordering period consisting from approximately May 2025 - May 2032. Services to include interior painting, exterior painting, pavement striping/marking, hanger floors and other operations as outlined in specific task orders. Additionally, a requirement that has been recurring for a majority of flight-line buildings has Chemical Resistant Urethane flooring (CRU). This flooring is a type of coating.



This Painting and Flooring IDIQ will contain one (1) three (3) year base ordering period with (4) four (1) one year option periods. Services are to be provided on an as-needed basis, via task orders issued as funds become available.



IAW FAR 36.204; the project magnitude is between $5,000,000 and $10,000,000.



THIS PROCUREMENT IS A COMPETITIVE 8(a) SET-ASIDE



The successful contractor shall be selected based on the evaluation factors of the HTRO process (Highest Technically Rated Offeror) and upon determination by the Contracting Officer that the prospective contractor is responsible IAW FAR 9.1. An initial Pre-Performance conference will be held at DMAFB, Tucson, AZ.



The performance period for this project is anticipated to be seven (7) years. Interested 8(a) business firms will be required to show evidence of bonding capability as outlined in the solicitation.



A site visit will be held tentatively 2-3 weeks after the solicitation has been issued. Attached within this synopsis is an EAL required for base access. Please fill this out and return to us on the designated date and time that will be listed on the solicitation package.



The solicitation is expected to be issued on or around 3 March 2025. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation will be available in electronic format on the Contract Opportunities Section at System for Award Management (sam.gov).



No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov.
