Six Mile Creek Comprehensive Stream Corridor Assessment Study

BACKGROUND
Six Mile Creek flows through multiple towns in Tompkins County and is the drinking water supply for the City of Ithaca. The City of Ithaca’s Drinking Water Source Protection Plan (DWSP2), adopted in November 2022, identified erosion and sediment control as the top-ranked priority issue. As an active participant on the DWSP2 development and plan management team, Tompkins County applied for and was awarded a Water Quality Improvement Project (WQIP) grant through the New York State Department of Environmental Conservation (NYSDEC). This planning grant was awarded to the County under the Nonagricultural Nonpoint Source Planning program (NPG) for the development of a Six Mile Creek Comprehensive Stream Corridor Assessment Study (Study).

PURPOSE OF REQUEST
Tompkins County is looking to acquire professional services to complete the Study. Services include but are not limited to the following: technical report writing, planning, hydrogeology, hydraulic modeling, public outreach and attendance at County Legislature/public meetings, design report development, environmental review, ROW acquisition strategies, land acquisition assistance, grant writing, NYS Department of Health and Department of Environmental Conservation permitting services, State Historic Preservation Office coordination, and NYSDEC grant coordination services.

NYSDEC requires that the report be prepared by a qualified professional, which they define as: a professional engineer with 2 years of relevant experience; OR professional hydrologist or professional geologist with 2 years of relevant experience; OR bachelor's degree in hydrology or a related field with 2 years of relevant experience; OR associate degree in hydrology or a related field with 5 years of relevant experience.

Proposals of the prime consultant along with a distinct outline of subconsultants will be required for Tompkins County to review. This project includes financial assistance from New York State; therefore, the firm that is selected must meet all applicable New York State program requirements.
