Project Description: Williamsport Sanitary Authority (Owner) is requesting Bids for the construction of the following Project:
Bull Run Pump Station Basin: Sanitary Sewer Lining Project
Contract 2026-01: General Construction
Bids for construction of the project will be received online until February 27, 2026 at 10:00 AM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Installation of cured-in-place pipe lining within existing sanitary sewer gravity mains along Country Club Drive, Nast Avenue, North Hills Drive, Orchard Avenue, Sheridan Street and Lincoln Drive.
Bids are requested for the following Contract: Contract 2026-01: General Construction
This Project is financed by a grant from the Commonwealth of Pennsylvania, through the Commonwealth Financing Authority’s PA Small Water and Sewer Program.
Sealed Bids shall be accepted online via the PennBid Platform. All Bidding Documents and solicitation details will be available at no cost at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Instruction to Bidders
Bid security in the form of a Certified Check or Bid Bond and an acceptable Surety payable to the Owner shall be furnished with the bid in an amount not less than 10% of the total bid.
All questions about the meaning or intent of the Bidding Documents are to be submitted in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. Statutory Requirements
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and must submit an executed and fully completed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability, or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed, or color.
The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner, and to reject any or all proposals.
