HOUSING NEEDS ASSESSMENT. The City of Hopkins is seeking proposals from qualified consultants to complete a Comprehensive Housing Needs Assessment and Strategic Funding Plan. This work will guide how Hopkins uses new affordable housing resources, support preservation and development strategies, and inform the City’s 2050 Comprehensive Plan. A full copy of the RFP is available on the City’s website . Proposals are due Friday, Feb. 27, 2026. Proposals and questions should be submitted to Community Development Manager Revee Needham at rneedham@hopkinsmn.com .
