The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of Wireless Services to Verizon/Cellco via Spiral 4. A minimum signal strength of -110 dBm and an average RSRP of -92.4 dBm across all critical CNATRA and NATRACOM areas and a high success call rate is required. In contrast, no other carrier was able to produce a signal strength of at least -110 dBm across all sites. including: Bullhead City AZ, EL Centro CA, NAS Lemoore CA, MCAS Miramar CA, Sacramento CA, Salinas CA, San Diego CA, San Fransico CA, Grand Junction CO, Moody AFB GA, Savannah GA, Davenport IA, Chicago IL, Fort Lauderdale FL, Lakeland FL, Mayport FL, Miami Beach FL, NAS Key West FL, New Orleans LA, Annapolis MD, Joint Base Andrews MD, Ocean City MD, Duluth MN, Cape Girardeau MO, Chesterfield MO, Kansas City MO, Las Cruses NM, Roswell NM, New Windsor NY, NAS Fallon NV, Oklahoma City OK, MCAS Beaufort SC, Smyrna TN, Fort Worth TX, and Seattle WA. This broad and secure coverage is vital for real-time command and control communications, training coordination, and mission-critical flight operations.

This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 3 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
