Requirements Sourcing Tool (RST) + Data Ontology Support

This Request for Information (RFI)/Notice of Intent seeks information to confirm this acquisition shall be sole sourced to Palantir Technologies and seeks information regarding availability and capability of all qualified sources, large and small businesses, to perform a potential requirement. Responses received will be used for acquisition strategic decision-making purposes only and will not be disclosed outside this agency. This announcement is for informational purposes only. The information obtained may be used for acquisition planning purposes and will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. This announcement does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or otherwise pay for the information solicited.

The 338th Enterprise Sourcing Squadron (ESS), at JBSA-Randolph, Texas 78150-4302, intends to award a firm-fixed price contract/Task Order on a sole source basis to Palantir Technologies (Cage Code: 470F5) under the authority of FAR 8.405-6(a)(1)(i)(B), Limiting Sources, as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated sole source award to Palantir Technologies (Cage Code: 470F5) will provide sustainment and maintenance support for the Force Generation Operations & Readiness Requirements Sourcing Tool (RST) + Data Ontology in support of Air Force Personnel Center (AFPC), Force Generation Operations & Readiness Division (AFPC/DPMW).

All interested parties who believe they are capable and can meet all aspects of this requirement are invited to complete Attachment 2, Contractor Capability Survey, describing their capability and qualifications to provide the aforementioned support services. In addition, the 338th ESS is requesting industry feedback regarding the attached draft PWS dated 30 Oct 2024 (see Attachment 1).
