1. OBJECTIVE:
The Contractor shall provide all labor, materials and equipment necessary to remove paint and rubber and to stripe Dover AFB Airfield as well as other heavy-duty pavement striping applications in accordance with the statement of work.
1.1 PERIOD OF PERFORMANCE:
Total period of performance (POP) for this project is 365 days from the date of the Notice to Proceed (NTP). The POP shall be agreed upon prior to contract award.
1.2 LIMITATIONS:
All work shall be coordinated with Security Forces, Civil Engineering Program Management and Airfield Operations and it should be assumed the airfield will remain active during the striping process, Contact with Ground Control will be necessary.
1.3 LOCATION:
The primary location of this project is base-wide on Dover Air Force Base located in Kent County the city of Dover Delaware.
1.4 DESCRIPTION OF WORK:
a. Repaint existing and paint new pavement markings in accordance with the statement of work and the applicable drawings. A maximum of 290,000 SF of striping (225,000 SF-Reflective, 65,000 SF-non-reflective) shall be accomplished by the Contractor based on a priority list to be provided by the Contracting Officer just prior the Contractor performing the work. The Contractor shall remove built up and flaking markings as required up to a maximum of 12,000 SF. The contractor may propose to use either Type I or Type III beads in the reflective markings.
b. Rubber removal is required as part of this contract. The work specified by this section consists of furnishing all labor, equipment, tools, appliances, and materials required to remove 85% of the rubber build up from 100% of the rubber covered within a designated area of runway (area approximately 2500 LF x 65 LF x 3 Runway ends) . The rubber removal is to be completed without damage to the pavement surface, joints, and joint and crack seals, or any other government property. The determination of the 85% removal shall be accomplished by the test.
