Dear Vendor:
Commissioners of the Land Office are inviting written bids for the following:
A Soil Conservation Project Request/Bid Solicitation Form is enclosed for the above-referenced project located on
Commissioners of the Land Office property. All bids received will be evaluated on a “Lowest Responsible” bid. Bids must be
returned to the office in Oklahoma City on or before Wednesday, July 8, 2026, by 2:00 pm, to be considered for this project.
If you are interested in being considered for this project, please complete the enclosed Project Request/Bid Solicitation Form.
You must fill in the units, unit price, totals, and project totals fields on the form. Incomplete forms will not be considered.
If you are selected as “Lowest Responsible” bidder; current general liability insurance information along with worker’s
compensation or insurance document showing an exemption from worker’s compensation will be required. There is a new
requirement in place for all vendors who are under the workman’s compensation-exempt insurance. You are now
required to file a workman’s compensation form with the Workman’s Compensation Commission. The new form is
valid for two years instead of the previous lasting one year. This will replace any prior forms that we have on file. You
can file online at www.ok.gov/wcc; (CC-Form 36A).
Bids will be accepted until the Date and Time specified above. Late Bids will not be accepted.

person the address is 204 N. Robinson Ave., Suite 900, Oklahoma City, OK 73102. Please note our office hours are Monday
through Friday, 8:00 AM to 4:00 PM. Bids must be received no later than 2:00 pm on the opening date.
The requirements of the proposed contract for construction are described within this Solicitation, and the Solicitation will
become a part of any resultant Contract. Bidder will perform work in compliance with all applicable codes, standards,
ordinances, and laws. The issuance of this Solicitation does not guarantee that the State of Oklahoma will enter a contract and
the State reserves the right to reject any and all bids.
In preparing your bid, please review the attached documents and comply with the instructions given:

The project will be considered complete after the supervising Real Estate Management Specialist certifies the
specifications of the enclosed bid have been met.

Project Specifications: Mulch all Eastern Redcedar (ERC) within the project boundary, outlined by the green
lines in the map below (Exhibit A). The project area is approximately 87 acres. All ERC trees must be
mulched to the ground level; remaining stumps’ heights will not exceed 2 inches. Mandatory Plan of
Operations (ATTACHMENT B) must be submitted for bid to be considered. MANDATORY BID WALK July 2,

be able to adjust the cost up or down if actual units should change. By Statute 580” 16-3-7, the CLO cannot pay for mileage.

Notice: MANDATORY bid walk will be held on July 2, 2026 at 10:00 AM. We will meet at the
locked gate on the West side of the intersection of E 970 Rd and N 2300 Rd.
Project Information:
• The bid walk will be the only opportunity for access to the project area.
• The CONTRACTOR shall prepare and submit a Plan of Operations (Appendix A) for
the CLO. If this is not submitted, the bid will not be considered.
• Predominantly pure Eastern Redcedar stands around 5 Inches in diameter, with heights of
10-20 Feet
• Stumps will be cut/mulched as close to the ground as possible, but in no circumstances
will the stump height exceed two (2) inches as measured on the uphill side.
• Excessive rutting on and off road on state property will not be allowed. Rutting of 6” or
greater will require a stoppage of traffic on site, as well as rehabilitation of tracks.
• Any slash or mulch generated from this contract must be lopped and scattered within the
project area to a height of no more than twelve (12) inches.
• The removal area boundaries are marked by the green lines on the outlined unit of the
attached map in Exhibit A. All Eastern Redcedar (Juniperus virginiana) within the
marked boundary will be cut/mulched. No other species of tree may be harvested, unless
stated otherwise.
• All boundaries that aren’t clear and obvious will be marked with blue flagging
• The Contractor will exercise all possible precautions to prevent wildfire.
• The Contractor will take all necessary precautions to prevent damage to improvements
on or adjacent to the property of the CLO.
