INVITATION TO BID #26-02
Snowplowing at the Healy Transfer Station

Notice is hereby given that the Denali Borough will receive sealed bids on the above-mentioned
project.
Description:
The work consists of snow removal at the Healy Transfer Station from August 1, 2026 through June 30,
2028. The contract may be extended up to two additional one-year extensions. The successful bidder
must provide snow removal services when snow levels reach 4 inches in depth at the site or when
deemed necessary by a borough employee. The successful bidder must clear snow from within two
feet of all structures, trailers, waste containers, and other permanent fixtures of the facility. The
successful bidder must also clear snow from the facility driveway and turnaround, outside of the
fenced facility. Successful bidders must be capable of relocating snow piles and storm drifts from
within the facility fence if necessary.
Bidding:
Bids must include an hourly rate for plowing services on the included Bid Certification form. Completed
bids must include a list of equipment and services, as requested on the “Equipment and Services” form
below. Sealed bids must be marked “Invitation to Bid #26-02” and must be received electronically at
fshreeve@denaliborough.com or in the Borough Office by 10 AM July 20th, 2026. Late bids will not be

Interested parties may survey the Healy Transfer Station located at Mile 253 Parks Highway during
hours of operation:
Wednesday 3 PM – 7 PM
Thursday
3 PM – 7PM
Friday
3 PM – 7 PM
Saturday 10 AM – 4 PM
Award:
Bids will be reviewed at 11 AM on July 20th, 2026 in the Denali Borough Office. Notification of award
will occur prior to the close of business July 20th, 2026. Bids will be scored on a combination of labor
capacity, equipment availability, and price of bid. Estimated work time per event is approximately two
hours. The hourly rate must be for actual time spent on site clearing snow, all other expenses related
to the work, including travel time, labor, and fuel costs, should be included in the hourly rate. The
Denali Borough reserves the right to reject any and all Bids and to waive any informalities and
irregularities in a Bid or during award of the Contract. The contract that will be awarded to the
successful bidder contains the potential for a rate change triggered by economic factors out of the
control of the contractor or the Denali Borough.
The first trigger for a price change is if there is a 25% increase in the price of diesel at Healy Vitus. The
starting price will be $5.09, the price as of 6/24/26. The diesel 25% increase trigger price will be $6.36.
It is the responsibility of the contractor to notify the Borough when diesel hits the trigger price. If the
diesel trigger is hit, there will be a 10% rate increase from the contractor’s hourly bid rate.
The second opportunity for a price increase will be a calculation from the end of the previous year’s
Urban Alaska Consumer Price Index (CPI) increase. The CPI percent increase will be added to the
contractor’s hourly bid rate effective July 1st each year. The calculations will be made from the
information at this site: https://live.laborstats.alaska.gov/cpi/table Example: If there was an active
agreement in place on July 1st, 2026, there would be an automatic increase of 2.1% of the bid price
according to the 2025 end of year CPI percentage increase.
Responsibility:
Bidders must include at least 1, and up to 3 references (name, contact phone number) who may speak
to the bidder’s ability to successfully clear snow.
The successful bidder must carry comprehensive insurance, and proof must be provided of commercial
General Liability insurance with a limit of not less than $1,000,000 per occurrence and aggregate, prior
to performance under this contract. The Contractor shall ensure that insurance is in force that provides
protection for the Denali Borough from any claim which might arise from the Contractors work under
this Agreement. The insurance shall provide protection whether the work is performed by the
Contractor, sub- contractor, or their employees, agents, successors, or assignees.
