PEARL RIVER COUNTY UTILITY AUTHORITY
STANDBY CONTRACT FOR UTILITY REPAIRS
The Pearl River County Utility Authority, located in Picayune, Mississippi (hereafter
“AUTHORITY”) requests proposals from qualified contractors for making repairs to its water and
wastewater infrastructure. This solicitation by the AUTHORITY will result in the selection of an
experienced firm (Contractor) to make routine, urgent and emergency repairs, on an as needed
basis, within the AUTHORITY’s service areas. Copies of the RFP Contract Documents are
available for viewing and obtaining at www.dunganeng.com. Documents are nonrefundable and
must be purchased through the website to be on the official plan holders list. For questions

To be considered, a firm must submit an Original and an additional ten (10) copies of its Proposal
to the Pearl River County Utility Authority office, located at 921 Goodyear Blvd., Picayune,
Mississippi, 39466, at or before 2:00 p.m. (local time) Thursday, July 2, 2026. Submittals received
after this time and date will not be considered. Firms who wish to submit proposals electronically
may submit their proposal through www.dunganeng.com. No oral, telegraphic, telephonic, or e-
mail proposals will be considered. All electronic proposals shall be submitted as ONE (1) PDF
document.
A non-mandatory Pre-Bid Conference will be held on Thursday, June 18, 2026, at 10:00 AM, local
time, at the office of Dungan Engineering, P.A., 925 Goodyear Blvd., Picayune, Mississippi,
39466. All interested parties are urged to attend this conference.
The right and privileges to perform the Services will be awarded to the Respondent determined
by the Authority to be best qualified to perform the Services with cost considered. Prior to making
award, the AUTHORITY may request certain Respondents to make presentations to the Board of
the AUTHORITY. The AUTHORITY reserves the right to reject any and all Proposals for any
reason at any time prior to execution of a contract and to waive any and all informalities and
irregularities in the selection process.
The AUTHORITY is issuing this RFP pursuant to Mississippi Code Section 31-7-1(g), which
classifies the items included in this contract as routine operations, routine repairs, and regularly
scheduled maintenance necessary to provide safe, reliable, and environmentally responsible
water and sewer utility services. As statutory exceptions to construction, these items are not
subject to competitive bidding requirements.
