Project Description: The City of Lebanon is accepting bids for Petroleum Products for Calendar year 2026. This is for transportation and delivery of Petroleum Products to various locations within the City of Lebanon. Petroleum products requested include- Non-Lead Gasoline (10% ethanol), #2 Fuel Oil and Ultra Low Sulfur Diesel (no more than 15ppm sulfur).
If your company agrees to meet the City of Lebanon’s agreement requirements and is interested in submitting a bid to the City, we require all bids be submitted and received no later than 1:00 PM on December 1, 2025, via the PennBid platform at www.pennbid.net. Sealed proposals will be secured by the City of Lebanon until 1:00 PM prevailing time, December 1, 2025, within the PennBid site. The bids will then be opened by City personnel at the City offices, 735 Cumberland Street, Lebanon, PA following the closure of the bid window. Bids will be opened immediately after the deadline stated above the same day, for furnishing various quantities of non-lead gasoline, No. 2 Fuel Oil and Ultra Low Sulfur Diesel fuel for the year 2025. Tabulation tables will be posted for public view immediately afterwards.
All bids will be received electronically via PennBid, until the deadline on 1 December at 1pm EST, at which time they will be opened, and the results displayed publicly thereafter on PennBid. The Public Works Department will review all submitted bids on 1 December at 1:00 PM and present them to the Mayor for review. After final review of all documents, it is anticipated that the selected vendor will be provided a notice of award No Later than 15 December 2025.
The City Mayor reserves the right to accept or reject any and all bids and to award the contract in the best interest of the City of Lebanon.
All approved vendors will be required to provide proof of insurance for this work within five (5) days of notice of award.
Pricing for submission should reflect the 10 November 2025 Oil Pricing Information Service (OPIS)- Harrisburg values.
NOTE: A price escalation clause for Petroleum Products will be recognized. A bid bond in the amount of $2,500.00 will be required with each bid.
