NOT A REQUEST FOR QUOTE, PROPOSAL, OR BID. This notice is not a solicitation
as defined by FAR 2.101, therefore it shall not be construed as a commitment by the
government to enter into a contract, nor does it restrict the government to an acquisition
approach. All information contained in this Request for Information (RFI) is preliminary
as well as subject to amendment and is in no way binding on the government.
Information submitted in response to this notice is voluntary; the government will not
pay for information requested nor will it compensate any respondent for any cost
incurred in developing information provided to the government. The government is
requesting that restrictive or proprietary markings not be used in response to this notice.
If a solicitation is released, it will be synopsized in the Federal Contract Opportunities
website or General Services Administration (GSA). It is the responsibility of the
interested parties to monitor these sites for additional information pertaining to this RFI.
1. Title: Solid Waste Removal.
2. Purpose: The Network Contracting Office (NCO)-16 in support of the Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) hereby issues the following Request for Information (RFI) announcement only. This is NOT a solicitation announcement. This RFI is to seek contractors with the capability to provide Solid Waste Removal, in accordance with the draft Statement of Work (SOW).
The Government is requesting responses from contractors with the capability to provide these services at the Houston MEDVAMC. The applicable North American Industry Classification code for this procurement is 562111 and the business size standard is $47M. 3. Objective: To find qualified and certified contractors with the capability to provide services to the government requirement. Please see the attached draft SOW.

5. Responses Requested: The MEDVAMC requires the following questions answered in this RFI: Answers that are not provided shall be considered non-responsive to the Request for Information and the contractor shall not be considered as part of the market research. Please provide evidence of your company s capability in order to be determined capable of providing this service. Evidence can be submitted through resumes and certificates of training.
a. Does your company possess the capability to provide the government-required services per the SOW to include but not limited to:
1. The Contractor shall provide all Brand New or like new (Brand New, not used or refurbished; like new 5 years old or newer) Rental Equipment at all site locations identified in Section 5.1.1.2 thru 5.1.1.24 of this SOW within 90 days of contract award date.
2. The Contractor shall immediately report any adverse actions or problems that directly or indirectly impact the facility primary mission to provide the best healthcare possible to our veteran patients. This contract excludes wastes services involving medical or hazardous waste generated at the identified VA Medical Center.
3. Contractor shall submit with technical proposal the State approved/registered off-site landfill or recycling processing facility to be utilized. The Contractor shall provide safe, storage, segregation, and transport of all solid waste/recyclable materials to a State approved/registered off-site landfill or recycling processing facility; as a minimum, the primary recycling single-stream container shall be coordinated for weekly pickup with the COR and transported to the processing facility.
4. The contractor shall provide all labor, personnel, and equipment to include communicating and coordinating with the COR to operate the Regulated Medical Waste (RMW) Autoclave Machine, San-I-Pak.
* Training in operation of the San-I-Pak will be provided by the Government.
b. Has the contractor provided similar services? The contractor must provide in their capability statement a list of active contracts for commercial, federal, state, and local governments. The listed contracts shall provide communication on the Government requirement illustrating the capability for comparison.
c. Is your company available under any Government-Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided.
d. Contractor shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number.
e. Is your company considered a small business concern, SB, SDVOSB, VOSB, HUBZone, or 8A concern, with the requisite 562111 NAICS code?
Please provide proof of qualifications.
6. Opportunity/Market Pricing: The MEDVAMC is seeking information from potential vendors on their ability to provide the required items/equipment. THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. Small Business concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition and general market pricing available in the industry.
Contractor shall provide answers to all questions requested and shall possess the capability to provide all requirements and objectives per the DRAFT STATEMENT OF WORK.
Instructions and Response Guidelines: RFI responses are due by November 12, 2024, at 15:00 pm (Central Standard Time); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to frank.sanders1@va.gov. Telephone requests or inquiries will not be accepted. The subject line shall read: RFI 36C25625Q0132 Solid Waste Removal, MEDVAMC.
NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(e). Please provide the information you deem relevant to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as Market Research and will not be released outside of the MEDVAMC Purchasing and Contracting Team.
7. This RFI/Sources Sought is issued solely for market research purposes only and does not
constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. If a solicitation is released, it will be synopsized in the Contracting Opportunities website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI, or future solicitations.
