Amendment 1 to this RFI announcement is issued to clarify and clearly articulate to industry the following information:

1. This is a NEW requirement and there is NO incumbent as this is an IT modernization (IT Mod) effort. Refer to section 2.0 ONRR IT Mod Project Overview, subsection 2.1 Background of the RFI instructions which specifically states ¿with a primary goal of replacing the Minerals Revenue Management Support System (MRMSS) with a new solution(s). The IT Mod initiative aims to improve operational efficiency by implementing industry best practices, streamlining business processes, and eliminating manual tasks¿¿. ¿The next step is to acquire long-term vendor(s) (IT Mod Integrator) support in the areas of system development services and software tools to complete (develop/deliver/implement/maintain) ONRR's new modernized state¿.

2. The ONRR MRMSS legacy system that is to be replaced, is supported by Accenture Federal, LLC., under IDIQ 140D0421D0004.

3. An amendment to this announcement will be issued which will provide industry an opportunity to comment on a draft performance work statement. It is anticipated the amendment will be issued Mid December 2024, with comments due back from industry mid-January 2025.

4. The Government at their discretion may request a meeting with industry based on their response to the RFI to obtain further market research information. The request will come from the contracting officer and will be sent to the industry point of contact provided in the RFI response. These meetings will be held remotely, via Teams and will not exceed 2 hours. The Government anticipates these meetings to occur on the following dates: December 12, 13 and 16, 2024.

5. All dates issued in the RFI are tentative and are subject to change.
