BAMC is the United States Army and Department of Defense’s (DoD) only Continental Unites States ten story Level I Trauma Center at approximately 4M square feet with a rooftop and a ground level Heliport. BAMC is home to the DoD’s Burn Center, Bone Marrow Transplant Center, and Traumatic Brain Injury Research. BAMC contains 34 Operating Rooms, two Oral Maxillofacial Surgery Suites, two Labor & Delivery Suites, and two Burn Center Suites, and more. BAMC is an extremely busy place with a military, civilian, and contract staff exceeding 8,816 personnel, and patient and beneficiary encounters exceeding 4,064 outpatient visits per day. Under the modification to contract W9127822C0027, the contractor will continue to maintain the day to day (24/7/365) O&M for the medical facilities at BAMC. O&M services at BAMC include, but are not limited to emergency system testing, preventative maintenance and repair, generator testing, building automation systems monitoring and inspection/maintenance, medical gas inspections/certifications. These services keep the medical center operational and in line with accreditation requirements. 10 USC 3204(a)(1) as implemented by FAR 6.302-1(a)(2), allows that when the supplies or services required by the agency are available from only one responsible source, or, for DoD, from only one or a limited number of responsible sources, and no other type of
supplies or services will satisfy agency requirements, full and open competition need not be provided for. 10 U.S.C. 3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii), further provides that services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award
to any other source would result in (B) Unacceptable delays in fulfilling the agency’s requirements.
