Description

Located on Burrard Inlet in North Vancouver, Pacific Environmental Science Centre (PESC) is a centre for the study of marine, estuarine and freshwater toxicology and chemistry, with specialization in salmonid toxicogenomic, bacterial source tracking, and marine water quality monitoring. The Centre works in partnership with B.C. Environment, Health Canada, Transport Canada, Fisheries and Oceans Canada and the University of Victoria. The Centre houses chemical analysis (inorganic & organic), toxicological and microbiological laboratories, plus mobile labs and equipment used in Environment and Climate Change Canada's (ECCC) monitoring, regulatory and environmental science programs. The role of the Centre is to provide a core capability in laboratory science services to ECCC’s Pacific & Yukon Region, to conduct field surveys, inspections and investigations, and to respond to environmental emergencies.

The Shellfish Water Classification Program at PESC provides recommendations for the classification of shellfish harvest areas based on sanitary water quality monitoring. The program ensures the safety of shellfish for human consumption by monitoring bacteriological water quality and identifying sources of sanitary pollution in shellfish harvest areas. The classification of these areas is essential to protect public health from contaminated shellfish. The program includes regular water quality surveys, adverse weather event monitoring, and emergency response coordination to maintain the highest standards of shellfish safety.

The objective of this project is to upgrade the existing Shellfish Water Classification Laboratory to meet current operational, safety, and environmental standards. The scope includes architectural and electrical improvements, enhanced workstations, and specialized lab areas to support expanded research and testing capabilities. These upgrades aim to ensure compliance with regulatory requirements and optimize functionality for long-term use.

Completion of the scope of work is anticipated within twenty (20) weeks.

There will be a site visit on Wednesday, December 17, 2025, at 1:00 P.M. PST. Interested bidders are to meet at Pacific Environmental Science Centre (PESC) 2645 Dollarton Hwy, North Vancouver, British Columbia, V7H 1B1 at the front entrance, and will be met and escorted onsite by the Facility Operator.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
