This requirement is for: the Department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC)

This procurement is reserved for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA): Nunavut Land Claims Agreement under Article 24.

This solicitation of offer is limited to Offerors registered on the Inuit Firm Registry (IFR).

Only Offerors registered on the IFR may qualify for contract award. Offerors must be registered on the IFR by offer closing.

Description of the Requirement:

The Department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) has a requirement for the independent review of Article 23 of the Nunavut Agreement. The review will consist of a detailed analysis and assessment of Inuit Employment Plans and other measures taken under Article 23 covering the period of 2016 to 2023. The Contractor is expected to produce a written report, which should include a detailed analysis and assessment of actions taken by Government and Inuit to implement Article 23 between 2016 and 2023. This report will be used to guide the Nunavut Implementation Panel to develop recommendations to the parties about how best to improve implementation efforts going forward.

This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Aboriginal peoples or for set-asides for small and minority businesses.

Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.

Proposed period of contract:

The proposed period of contract shall be from contract award to September 30, 2026 with options to extend by up to one 6-month period.

Payment:

The maximum budget for the payment of the milestone deliverables is $225,000.00 (excluding taxes and any possible payments for travel).
