This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. W91243-25-Q-P013 is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 Dated 1 January 2025. This is set-aside for small business with the NAICS code of 611699, $16,500,000.00.The NEARNG does not intend to pay for any information provided under this notice and is not obligated to notify respondents of the results of this notice.CLIN 0001: Non-personal services contract to provide Region VII SYCTE Nebraska CERFP Support Services.                Period of Performance: 29-30 July 2025                Location: 785 County Road J, Yutan, Nebraska 68073This is a non-personal services contract to provide Region VII SYCTE Structural Collapse Venue Site (SCVS) support; and provide and manage contractor role players, moulage and weighted manikins. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. CLIN 1001: Non-personal services contract to provide Region VII EXEVAL Nebraska CERFP Support Services.                Period of Performance: 4-7 November 2025                Location: 6401 West M60 Road, Smolan, Kansas 67401This is a non-personal services contract to provide Region VII EXEVAL Structural Collapse Venue Site (SCVS) support; and provide and manage contractor role players, moulage and weighted manikins. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Evaluation Process: Offeror quotes shall be evaluated under FAR 12.602 Streamlined Evaluation of Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may perform a comparative evaluation to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The following factors shall be used to evaluate offers: Technical Capabilities, Past Performance and Price.1.        Technical: The offeror?s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Performance Work Statement. Generic and overarching statements regarding capabilities will not be an acceptable explanation of executable capability. Offeror will clearly and individually outline capability to fulfill contract requirements for all services and deliverables at the time of submission of its offer. 2.        Past Performance :Provide three (3) references of work; similar in scope and size; with the requirement detailed in the Performance Work Statement. References must include contact information, a brief description of the work completed, and contract number. Past Performance will be evaluated in accordance with the procedures in FAR 13.106.Price: Offeror will provide one quote for CLIN 0001 and CLIN 1001.
