The National Transportation Safety Board (NTSB) Special Operations Division (MD-5) has a requirement for Cockpit Access Security System (CASS) for the NTSB Jumpseat program.
In order to satisfy this requirement, the NTSB intends to issue a sole source award to Collins Aerospace. Currently Collins Aersospace is used by all major U.S carriers to verify authorized jumpseat riders. Following the events of 9/11, the CASS system was mandated, and Collins Aerospace was selected to manage these services for all U.S. carriers. The Period of Performance is to include one (1) twelve-month base period and three (4) twelve-month option periods. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) – Soliciting from a single source.

Collins Aerospace is the sole provider of the CASS (Cockpit Access Security System) for U.S. airlines and authorized U.S. government agencies, including the NTSB and FAA. There are no alternative databases available within the airline industry or for U.S. government agencies to verify and vet individuals requesting jumpseat access. CASS is the exclusive system used to manage and verify authorized cockpit riders, ensuring that only those with proper clearance—such as flight crew, NTSB investigators, and safety study personnel—are granted access. This centralized system is critical for maintaining security and compliance, and any changes or enhancements to the system, such as providing the NTSB with direct, 24/7 access, would significantly improve the agency's ability to manage and control jumpseat access in real time.
This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within seven calendar days from the date of publication of this synopsis. The Government decision not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
