Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

Synopsis:



This is a Sole Source synopsis published for informational purposes only.





The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to TDK RF Solutions Inc located at 1101 Cypress Creek RD Cedar Park, Texas 78613-3615, United States, to provide backup HD Video Cameras with pan-tilt at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to TDK RF Solutions being the only vendor capable of supplying cameras that are compatible with the existing Benefield Anechoic Facility (BAF) security cameras, which use TDK VC-06 cameras and TDK SI-300CC-HD Controllers.



In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:



In fiscal year 2024, Edwards AFB needed to procure cameras that emitted low detectable noise for use while inside the testing chamber. It was found that TDK cameras presented the best commercial solution due to their tight shielding which prevented energy leakage and absorption. With the sensitive nature of the tests in the BAF, the items required needed to be TAA compliant and had to pass the BAF RF emissions testing. It was found the TDKs camera solutions were best fit for the requirement and cameras and controllers were procured.





Since this procurement will serve as a backup for the established systems, the cameras must be compatible with the cameras and the controllers in place which are TDK VC-06 and TDK SI-300CC-HD-Controllers. It was found that the already installed TDKs cameras and system are proprietary and will not work with any other cameras or controllers. No authorized resellers were found for the items needed.





There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
