Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 Galaxy aircraft windshield wiper assemblies listed above. Purchase request number is FD20602500095.

ITEM DESCRIPTION

The subject wiper assemblies are used on the C-5 Galaxy aircraft. The C-5 aircraft is a military transport aircraft. The motors are designed to drive the windshield wiper assemblies for the clearing of debris or moisture on windshield. NSN 1650001790012UC is used on the pilot side of the aircraft. NSN 1680001790013 is used on the copilot side of the aircraft.

IMPEDIMENT TO COMPETITION:

The sole source manufacturer for these items is Emerson Electric (CAGE 70255), which maintains its configuration by part number version. Last procurement was from Rosemount Aerospace which was purchased by Emerson in 1976. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Emerson Electric is the only known source with adequate knowledge of the subject motors’ performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Emerson Electric under Rosemount for the production of the subject motors in support of the C-5 Galaxy aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 19 November 2024 by emailing Janet Butcher at janet.butcher@us.af.mil and/or Terrence Wideman at terrence.wideman.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
