Summary

STATEMENT OF PURPOSE

The City of American Canyon is soliciting proposals from qualified firms or individuals ("Proposer") to provide design and regulatory permitting services for the American Canyon Wetland Restoration and Public Access Project. The project consists of completing technical studies to document the project site’s baseline conditions; preparing 30% and 60% design documents for restoration and public access; preparing California Environmental Quality Act (CEQA) documentation; preparing permit application drafts; and performing community engagement and Tribal outreach. The design documents will propose features that restore full tidal exchange, restore 60 acres of shoreline habitat, raise 1.2 miles of the Bay Trail, enhance 18 or more acres of transitional ecotone habitat, build a kayak launch, and create a half mile of new trails. The design is intended to have the following outcomes if it were to be advanced to construction under future actions beyond the scope of this agreement:

  • Replace the undersized culverts where North Slough crosses the Bay Trail with a larger box culvert or bridge, which will:
    • Enhance 41 acres of tidal marsh and bay flat (North Slough Pond) habitat by restoring full tidal exchange;
    • Provide fish passage for federal and state protected species like Central California Coast steelhead and North American green sturgeon Southern distinct population segment;
    • Improve public safety and accessibility along the Bay Trail and North Slough;
  • Raise 1.2 miles of Bay Trail around North Slough Pond, which will increase City and Bay Trail resilience to sea level rise (SLR) and block SLR-related flooding of the landfill, thereby supporting long-term protection of water quality;
  • Re-establish 0.2 acres of tidal marsh and 0.75 acres of transitional ecotone habitat at 205 Wetlands Edge (former City Corporation Yard), including a vegetated swale that will improve water quality by capturing pollutants in discharges from a stormwater outfall;
  • Enhance at least 18 acres of transitional ecotone habitat with native vegetation to be planted and implementing weed management;
  • Design a kayak launch, 0.5 miles of new public access trails, shared parking, and restrooms next to the 205 Wetlands Edge (former City Corporation Yard) soon-to-be-built Napa River Ecology Center (Eco Center).
  • Future additional work, such as the 90% and 100% drawings, designs for restroom utilities and parking lot security lighting, permit application submittal, bid documents, and construction implementation, and are not part of the current project.

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Consultant."

Background

A majority of the project is being funded through Measure AA, the 2016 San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Measure managed by the San Francisco Bay Restoration Authority (Authority.) The goal upon completion of this phase will be to successfully apply for additional grant funding to finalize design and complete project implementation.
