Collin County Community College District (“District”) is seeking quotes from investment advisors who are registered with the Securities and Exchange Commission and the Texas State Securities Board to provide non-discretionary portfolio management services for the District’s investment portfolio. Our current portfolio is approximately $520,000,000. The initial term of service shall be for two years, March 1, 2026 through February 29, 2028, with three annual options to renew.
This Request for Quote (RFQ) is designed to present interested firms with the description of the District’s current investment program, the services we require, and a format for responding to our request.
The investment of District funds is governed by Texas Government Code, Chapter 2256 – “Public Funds Investment Act” and the District’s Investment Policy. The District’s primary investment objectives in order of importance are the preservation of principal, maintenance of sufficient liquidity, and a reasonable and competitive return.
We are, therefore, seeking advisors who demonstrate extensive experience, especially with fixed-income securities, to provide certain services related to the investment of District funds, including the execution of securities purchases/sales for the District’s operating and bond funds, investment advice, investment reporting, and review of the District’s Investment Policy and Procedures. The District has separately contracted for securities clearing and safekeeping with US Bank (“Custodian”). All District securities will be held at the Custodian in the name of the Collin County Community College District.
Day to day management responsibility for the investment program is delegated by the CFO, as investment officer, to the Accounting staff. The advisor will receive instructions regarding securities purchases/sales from Accounting authorized staff.
The majority of District funds are pooled for investment purposes and managed according to the District’s approved Investment Policy (Exhibit A). The Board of Trustees reviews investment performance and strategy monthly.
