Counter-Targeting Enhancement Research (CounTER)

University of Dayton Research Institute (UDRI), 300 College Park, Dayton, OH 45469, has been awarded a $98.5M Cost Plus Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract for “Counter-Targeting Enhancement Research (CounTER)”. This contract provides for the advancement and maturation of promising technologies for Intelligence, Surveillance and Reconnaissance (ISR) and Counter-Targeting/Counter-ISR. This effort will support the Air Force Research Laboratory (AFRL), 711 HPW/Human Effectiveness Directorate, Warfighter Interactions & Readiness Division (AFRL/RHW). The location of performance is at UDRI facilities as well as Wright-Patterson Air Force Base, Dayton, OH. The contract has a 60-month ordering period. This award is the result of a competitive white paper submitted under Continuing Human Enabling, Enhancing, Restoring and Sustaining “CHEERS” Open Period 1 – All Technical Areas Solicitation FA2384-24-S-2334. An initial task order totaling $22.7M will be awarded concurrently. Fiscal Year 2025 Research, Development, Test and Evaluation (RDT&E) funds in the amount of are being obligated at the time of award. The Air Force Research Laboratory Wright Research Site (AFRL/RAKHA), Wright-Patterson Air Force Base, Ohio is the contracting activity.
