1.1 Bidder Minimum Qualifications
1.1.1 Three years of experience with commercial cleaning and janitorial service.
1.1.2 Conducted a facility tour in person.
1.1.3 Must provide three references.
1.1.4 There is no subcontracting.
2.3.1 The contractor shall provide a minimum crew size of 2 — a supervisor and a cleaner. The supervisor shall train the cleaner. SHA does not provide training for the contractor's employees. If only one person arrives to clean, they will be turned away.
2.3.2 There is less building traffic and waste in the summer. As a result, cleaning is 2 times a week in the summer and 3 times a week the rest of the year.
• During April, May, June, and August the contractor shall clean two times a week, on Tuesday and Thursdays.
• During September, October, November, December, January, February, and March the contractor shall clean three times a week, on Monday, Wednesday, and Friday.
• In event a state holiday falls on one of these days, the contractor may flex their cleaning to another day.
2.3.3 Billing is by the labor hour. The contractor shall provide 6 total labor hours of cleaning per crew day at a minimum. This can be accomplished with two people for three labor hours each.
2.3.4 If less than 6 total labor hours of cleaning is performed, the contractor shall only invoice for the labor hours worked. The contractors' employees shall sign-in and sign-out every visit in the designated logbook for billing purposes.
2.3.5 The SHA facility is open from 6:30am to 3:00pm. The contractor shall arrive at work between 7:00am and 9:30am. SHA encourages a start time of 8:00am. Any employee arriving after 09:30 AM will be rejected. There is no charge to MDOT/SHA for late arrivals or rejected employees.
2.3.6 No show notice -- in the event that employees cannot clean the facility, the contractor or their employees shall call or email the facility to notify them that no cleaning will be performed that day and before the scheduled report time, no later than 09:30 am. No-call-no-show incidents contribute to negative feedback.
