(SEE ABOVE). At that time the Bids received will be publicly opened and read.
The City is in process of completing a feasibility study to determine the user rates necessary to support funding this project. Note that award of this bid is contingent upon funding approval by the City Council in the form of authorization of revenue bonds, expected in June 2026. This is to have the best cost information to better determine the amount to bond. The City expects approval but cannot officially enter into a contract until that approval is given.
The Project includes the following Work:
Upgrades to the Pearl Street Pump Station facilities and associated infrastructure, including but not limited to the following:

The Work at the
Headworks Building (1 Pearl Street)
includes but is not limited to demolition of the existing pump station superstructure, selective demolition within the existing structure, reuse and rehabilitation of the existing foundation, construction of a new Headworks Building superstructure, furnishing and installing mechanical screening equipment, furnishing and installing a manual bypass screen, furnishing and installing two aerated grit channels, modification of a garage area for grit and screenings handling and disposal, furnishing and installing new electrical equipment, and all materials, equipment, services, and construction inherent to the Work.

The Work at the
Pump Station Building (6 Pearl Street)
includes but is not limited to construction of a new Pump Station Building and foundation, furnishing and installing a vortex grit removal system, furnishing and installing three dry

pit submersible sewage pumps, furnishing and installing new electrical equipment, installing an emergency standby generator, furnishing and installing an odor control system, and all materials, equipment, services, and construction inherent to the Work.

The Work for
Site Improvements
includes but is not limited to site work, yard piping, furnishing and installing gravity sewers between the Headworks Building and Pump Station Building, furnishing and installing electrical duct banks, landscaping, paving, site lighting, site restoration and all associated infrastructure located outside of the buildings.

The Work for the
Force Main
includes but is not limited to furnishing and installing approximately 3,000 linear feet of new dual 20” diameter force mains from the Pump Station Building, across Fore River, and to the wastewater treatment facility at Waterman Drive, including all materials, equipment, services, and construction inherent to the Work.
Owner anticipates that the Project’s total bid price will be approximately $
32,000,000.

Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not to meet the specified qualification or quality requirements, based on poor references or otherwise.
Owner may also reject the Bid of any Bidder if Owner reasonably believes that it would not be in the best interest of the Project or the public to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work. Award is subject to subject to available funding.
