City of Sandusky, Ohio
Request for Qualifications for Real Estate Brokerage Services
Responses Due: October 21, 2026
The City of Sandusky is inviting qualified companies providing real estate brokerage services to submit their
qualifications to manage the listing and marketing of nine (9) city owned parcels in the Cold Creek Subdivision
for residential development. Further, the City may engage the firm for additional listing services for City owned
sites. Qualification packages are due no later 12pm on October 21, 2026. This RFQ is being re-released due to a
challenge with the initial posting.
Background Information:
Cold Creek is located in Sandusky's Venice Heights district, which grew in the mid-20th Century as Sandusky and
its neighboring townships sought suburban-style development. The neighborhood sits within view of the Lake
Erie shoreline, and is less than one mile from Lions Park, which has been transformed over the past decade into
a destination facility with new amenities. Future improvements to the park will include a restored shoreline with
expanded water access. The neighborhood is roughly three miles west of the city's historic waterfront
downtown district, and will be directly connected by a 1.5-mile segment of the Sandusky Bay Pathway that is
expected to open in 2027.
Cold Creek is a master planned subdivision begun in 2004. The first 17 houses and two duplex condominium
buildings were completed by 2006; however, the neighborhood's original developer proved unable to deliver
the remainder of the buildings as planned. In the intervening years, individual lots have been sold and
developed as single family houses that meet design standards stipulated in deed restrictions for the
neighborhood. While there is great desire on the part of the City and neighbors to see the neighborhood
completed, it is imperative that such development respects the deed restrictions and platted lot dimensions
detailed herein.
The City recently acquired nine (9) parcels within the subdivision and intends to sell each parcel separately for
residential development. As noted above, deed restrictions apply and will determine what may be built on each
parcel. Each parcel sold must also be developed within a negotiated period after closing.
A map of the parcels subject to this RFQ is attached.
Listing Agreement & Marketing Plan:
The City of Sandusky and the chosen brokerage/real estate firm will enter into a formal listing agreement
outlining the provisions of the partnership including but not limited to:
* Term of the listing
* Listing price of each parcel - which should be grounded in comparable sales data
* Compensation to brokerage/real estate firm
* Listing of any potential buyer exclusions that would not trigger brokerage/real estate firm compensation
Evaluation:
The City of Sandusky will form a Selection Committee comprised of City officials to review submitted
Qualifications. The Selection Committee will evaluate and select the most qualified brokerage/real estate firm.
The following criteria will be used in the brokerage/real estate firm selection process:
* Strength of proposed lead broker/realtor and strength and experience of key team members.
* Past performance and success in selling similarly sized, zoned, and proximate properties or those with
similar contextual characteristics.
* Innovative Project approach to marketing and/or proposed marketing strategy of Project.
* Demonstrated understanding of the Project including, but not limited to, positive site and contextual
attributes, potential end users (in general) and logistical benefits of site within broader region.
* Location of key staff/brokers/realtors.
Based on the Qualifications submitted, the City of Sandusky may conduct interviews of brokerage/real estate
firms that best demonstrate an understanding of the City of Sandusky's objectives and that adequately
addressed all elements of the Request for Qualifications. Whether interviews are conducted or not, the City
shall enter into listing agreement negotiations with the preferred brokerage/real estate firm to determine final
details of the planned sale and compensation upon sale of each parcel. If negotiations fail, the City of Sandusky
shall enter into negotiations with the second highest ranking brokerage/real estate firm. This process shall
continue until a listing agreement is successfully negotiated or the City of Sandusky determines to issue a second
Request for Qualifications. The listing agreement must be approved by Sandusky City Commission.
All Qualifications shall be considered without regard to race, color, religion, sex, national original citizenship,
age, mental or physical disability, veteran/reserve/national guard status or any other similarly protected status.
Submittal Requirements:
Please include in the Qualification packet/submittal:
* Experience of brokerage/real estate firm and personnel to be assigned to this Project that will uniquely
qualify your brokerage/real estate firm to market and sell this Project - including resumes and locations
of key Project team members (maximum 8 pages).
* Representative listing of closed/sold properties that are similarly sized, zoned, and proximate properties
or those with similar contextual characteristics (maximum 5 pages).
* Narrative demonstrating understanding of the Project including, but not limited to, positive site and
contextual attributes, potential end users (in general) and logistical benefits of site within broader
region (maximum 2 pages).
* Narrative detailing marketing approach and/or proposed marketing strategy of the Project and
resources to be used by brokerage/real estate firm unique to said firm (maximum 2 pages).
* Listing of references (maximum 1 page).
Qualification packet should be submitted via email in PDF or Microsoft Word format shall be submitted by no
later than 12pm - October 21, 2026 to cgilson@cityofsandusky.com.
Please submit questions via email to cgilson@cityofsandusky.com
