Project Description: General Information:
The Town of Palm Beach (“Town”) is soliciting proposals from qualified, experienced, and knowledgeable firms to provide professional advice and engineering services as the Owner’s representative and to lead the Town in overseeing the progressive design-build contractor and construction of the Mid-town Seawall Replacement project. The awardee may also be engaged to provide Owner’s Representative services for the Mid-Town Linear Park construction, Mid-Town Bathroom Renovation, and Mid-Town Paving and Infrastructure Improvements. For the Seawall project, services include reviewing pricing intended to establish the project’s guaranteed maximum cost, site inspection of work and testing, communications and public relations, survey/geotechnical/utility assessment and initial program’s inception. These services are critical for the project to proceed smoothly on this Town asset that provides storm protection.
The selected proposed for this RFQ will not be eligible to be awarded the Mid-Town Seawall Replacement Progressive Design-Build Project RFQ No. 2026-012.
A non-mandatory pre-proposal meeting will be offered virtually via Teams meeting. The date and time of the meeting are outlined in the events section and the link and instructions will be provided under document section. This will be a remote meeting, so please refer to the Teams instructions for the meeting link. Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Town staff.
No proposer may withdraw their proposals for a period of one hundred and eighty (180) days from the date set for the opening thereof.
Award shall be made to the Proposer which offers the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
Contract duration: The initial term will be two years, with options to extend until projects completion.
RESPONSIBLE VENDOR DETERMINATION: Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor’s social, political, or ideological interest when determining if the vendor is a responsible vendor.
