The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Long Island Intracoastal Waterway (LIIW) Federal Navigation Project at Bellport Bay and Moriches Bay. The proposed maintenance dredging would remove approximately 30,000 cubic yards (CY) of sand with placement along the shoreline of Cupsogue Beach County Park and/or Smith Point County Park, subject to availability of funds. The placement areas are approximately 1.25 to 4.5 miles from the dredging area. Dredging would be required to a depth of -6 feet Mean Lower Low Water (MLLW) plus 2 feet allowable overdepth. The dredged material consists primarily of sand.
The purpose of the proposed work is to alleviate the effects of shoaling and maintain the authorized project dimensions, thereby providing safe and economical use of LIIW by the U.S. Coast Guard and navigational boating interests while providing future beneficial use of the dredged material as shoreline stabilization for Cupsogue Beach County Park and/or Smith Point County Park.
Based on past dredging cycles, it is anticipated that the proposed work will be performed by utilizing a hydraulic cutterhead dredge. Additionally, multiple barges, tugboats, pipeline and land based equipment such as bulldozers, will be needed to perform the work during the dredging or placement activities. The dredging and placement along the shoreline would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located.
Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 2,000 cubic yards per calendar day for the dredging and placement of the dredged sand. The presence of dredging equipment in the channel will impact vessel traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact.
The work is estimated to cost between $1,000,000 and $5,000,000. It is the intention of the government to award in end of August 2025 and the proposed work is anticipated to take place between October 2025 and January 2026.
Liquidated Damages of $2,722.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.
