Army Contracting Command-New Jersey, on behalf of the PM Soldier Lethality (SL) Non Standard Weapons (NSW) Program, intends to solicit, negotiate, and award a sole source contract to Knight’s Armament Company pursuant to the authority Of Title 10 United States Code (U.S.C.) §3204(a)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Unacceptable delays in fulfilling the agency’s requirements. The contemplated five-year, Firm Fixed Priced (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract, is for the purchase and delivery of the commercially available M110 Caliber 7.62mm Semi-Automatic Sniper System with associated accessories to include, but not limited to magazines and spare parts (Other system variants of the M110 will also be included in this procurement) as well as limited training courses.
After thorough market research that included a Sources Sought notice W15QKN-26-X-1AUF posted on 29 October 2025 and four industry responses, the M110 Caliber 7.62mm Semi-Automatic Sniper System produced by Knight’s Armament was the only product that demonstrated the capacity to meet the Performance Specification MIL-PRF-32316 w/Amendment 1. The research also indicated that production items from sources other than Knight’s Armament Company result in Unacceptable delays as well as substantial duplication of cost that would not be recovered through competition, especially considering the infrequent requirement for this weapon system.

However, any responsible source who believes to be capable of meeting the posted requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is planned for late 3rd to early 4th Quarter of FY26.
