Description:

The Paradise Irrigation District (District) is seeking proposals from qualified consultants to update the District’s 2020 Urban Water Management Plan (UWMP). The plan needs to meet all State requirements and procedures as outlined in Section 10610 et seq. of the California Water Code (Water Code) and the Department of Water Resources (DWR) 2025 Urban Water Management Plan Guidebook for Water Suppliers (DWR Guidebook), which is planned for release Summer 2025. All 2025 UWMPs must be submitted to the DWR by July 1, 2026.

1.2 Question and Answer Period:
All Proposers, regardless of questions, should contact Bill Taylor via email at
btaylor@paradiseirrigation.com to notify interest in RFP.
All questions regarding this Request for Proposal (RFP) shall be submitted via email to Bill
Taylor, Assistant Engineer, at btaylor@paradiseirrigation.com PRIOR to, Wednesday,
November 26, 2025, at 3:00 PM. Any questions submitted after the deadline shall be rejected.
All questions will be answered in the form of an addendum, via email and also posted to the
District’s website https://pidwater.com/bids.aspx
1.3 Proposal Submission:
To be considered, all proposals must be submitted in the manner set forth in the RFP. It is the
Responder’s responsibility to ensure that its/their proposal arrives on or before the specified
time. Proposers shall provide one (1) hard copy in a SEALED envelope clearly marked with
UWMP Proposal and (1) PDF copy either on portable media or emailed to
btaylor@paradiseirrigation.com.

No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will be
considered.
Proposals received after the scheduled submittal deadline will be returned. Proposals
postmarked prior to submittal deadline, but received after the deadline, will be returned.
1.4 Proposal Format:
Proposals must be submitted in the format described in the Proposal Format and
Requirements Section No. 3.2. Proposals must be complete in all respects as required in the

Proposal Format and Requirements Section. Proposals are to be prepared in such a way as
to provide a straightforward, concise description of capabilities to satisfy the requirements of
the RFP. Expensive binding, colored displays, promotional materials, etc., are not necessary
or desired. Emphasis should be concentrated on conformance to the RFP instructions,
responsiveness to the RFP requirements, and on completeness and clarity of content. A
proposal may not be considered if it is conditional or incomplete.
1.5 Elevated Consultant Interviews
The District may elect, at its option, to elevate the most qualified firms to an interview phase.
1.6 Contract for Professional Services:
The selected consultants will be required to sign the attached Standard Professional Services
Contract(s) and to provide the insurance certificates and all other required documentation within
seven (7) calendar days of notification of selection.
1.7 Contract Prices:
At any time during the course of this anticipated contract the District may alter the Scope of Work,
making changes to the assignments and times indicated, and/or adding or deleting
assignments as deemed necessary. The District and firm will negotiate changes to the contract
pricing accordingly.
Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,
if allowed under this Contract, must be requested in writing and accompanied by the required
information to substantiate the request for price adjustment, as set forth in the Contract. No
price adjustment allowable under this Contract will be granted retroactively. The District must
also be given the benefit of any decline in prices. If any price increase is granted by the District,
the increase shall not be greater than the Consumer Price Index (CPI) of the current year.
1.8 Subcontracting:
No Subcontracting any portion of Consultant’s duties under this agreement without prior
written consent of the District.
1.9 California Public Records Act
All submissions will be considered public documents under applicable state law except to the
extent that portions of the submissions are otherwise protected under state law. Proposers
should segregate any proprietary or confidential material and provide an explanation as to why
such information should not be deemed a public record, citing the applicable portion of the
California Public Records Act.
1.10 Communication with District Staff or Elected District Representatives:
Any communication with District staff or District Elected Representatives, except for the
Engineering Department, regarding this RFP is prohibited. Disregard of this provision could
result in rejection of the proposal.

2. SCOPE OF SERVICES
2.1 Project Background
The Paradise Irrigation District (District) is seeking proposals from qualified consultants to update the
District’s 2020 Urban Water Management Plan (UWMP). The plan needs to meet all State
requirements and procedures as outlined in Section 10610 et seq. of the California Water Code
(Water Code) and the Department of Water Resources (DWR) 2025 Urban Water Management
Plan Guidebook for Water Suppliers (DWR Guidebook), which is planned for release Summer
2025. All 2025 UWMPs must be submitted to the DWR by July 1, 2026.
2.2 Project Description
The California Urban Water Management Planning Act requires urban retail water suppliers to
prepare and adopt an UWMP every five years for submittal to DWR. The UWMP describes the
adequacy and reliability of all water supplies for existing and future customers and is required
for the District to be considered for future grant funding opportunities and to receive drought
assistance from the State.
The District is a municipal retail water provider with a service population of approximately 11,000.
The District’s water system has approximately 9,500 water service connections of which 5,900
are active.
The District depends fully on local water supplies consisting of surface water from two District
owned reservoirs, Paradise Lake and Magalia Reservoir. The District also operates one well that
is used as a backup drought supply.
2.3 Scope of Services
The District is seeking a consultant to update the UWMP for the Paradise Irrigation District which
supplies water to the people of the Town of Paradise. The 2025 UWMP update will include the
tasks below, plus any other proposed changes, additions, or recommendations the
consultant deems necessary to attain the DWR’s status of a complete UWMP.
Consultant Responsibilities:
Prepare and deliver a complete 2025 UWMP, verify that all requirements of the Urban
Water Management Planning Act have been met, and ensure that the plan addresses the
requirements of the DWR’s Guidebook for urban retail water suppliers.
Review the District’s 2020 UWMP and any other relevant reports. Documents are made

Attend all necessary meetings with representatives from the District to collect data needed to
prepare the 2025 UWMP.
