	Any county or city government that has not received a direct allocation from DOE for the EECBG program may apply. The grant is intended to prepare for future projects; will not cover construction. 1)Work w/consultants to develop plans and strategies for energy efficiency and conservation. 2)Energy audits may be conducted on commercial and residential buildings. 3)Public education programs may be developed to build public awareness and energy saving actions.
