Description

In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Department of the Navy, Military Sealift Command (MSC), intends to issue a modification to Contract N3220519D1000 with STRATASCORP, increasing the contract ceiling by $44,500,000, from $210,000,000 to $254,500,000. This increase is necessary to support continued Command, Control, Communications and Computer (C4) Afloat Operations and Sustainment services through 30 June 2026.



This modification is required to fund anticipated and continued operational task orders to ensure uninterrupted services during the transition period before a competitively awarded follow-on contract can be finalized and phased in.



STRATASCORP TECHNOLOGIES, the incumbent, is the only responsible source with the prepositioned personnel, security clearances, and operational continuity required to maintain mission-critical afloat IT support without disruption. Awarding to any other source would result in an unacceptable break in service due to time required for procurement, onboarding, and facility clearance processes.



This notice is not a request for competitive proposals. However, any responsible source that believes it can fulfill this requirement without causing a disruption in critical mission support may submit a capability statement to the contracting office by the closing date of this notice. Submissions must demonstrate the ability to perform the required services without a break in coverage and possess the appropriate clearances and infrastructure in place.
