This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts on behalf of the Center for Cellular Engineering (CCE) intends to award a firm fixed price contract to Sysmex American, Inc. located at 577 Aptakisic Road, Lincolnshire, IL 60069 on a sole source basis to perform preventative maintenance services for a base period and four-year options.

Sysmex American, Inc is the sole manufacturer and service provider Sysmex XN-1000 Automated Hematology Analyzers. The contractor shall furnish all labor, parts, transportation, and travel to perform the preventive maintenance and original equipment manufacturer parts and software updates.
The Automated Hematology Analyzers are used to perform complete blood count (CBC) on patient blood samples for both licensed blood products and cellular therapy products, which can help to identify cell population from blood and cell products for clinical research and cell therapeutic product development. The products manufactured by the laboratory are used to treat clinical center patients with cancer, hematological malignancies, marrow failure, genetic immune disorders, and autoimmune diseases. The hematology analyzers meet the high standards in clinical laboratories to provide the highest rated and most advanced hematology diagnostics. The continuation of the service contract is imperative in maintaining the functional and operational in accordance with the original equipment manufacturer recommendations. The Sysmex XN-1000 hematology analyzer is unique instrument that can help automatically identify cell population of clinical engineered cell products for research and development to guide and improve cell product.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
