Cottonwood Right Turn Lane Project (CMAQ)

The Village of Glen Carbon, Illinois is issuing a Request for Qualifications (“RFQ”) to IDOT Prequalified Engineering firms for professional engineering services for the Cottonwood Right Turn Lane Project.
In order to have your firm considered, please submit RFQ in a sealed envelope containing four (4) copies, marked “Cottonwood Right Turn Lane Project Professional Engineering Services”.
Proposals must be received at the Village of Glen Carbon, Village Hall, 151 North Main Street, Glen Carbon, Illinois 62034, no later than April 18, 2025 at 4:00PM (CST). Proposals received after the closing time and date will be returned unopened.

I. GENERAL INFORMATION, TERMS AND CONDITIONS
A. SELECTION PROCESS
A.01 General Purpose: Procurement of professional services to provide construction engineering in accordance with IDOT standards.
A.02 Responses to the Request: The firm shall submit a response to the RFQ which will be evaluated and ranked by the Village Engineer and Village Administrative Staff for the Village of Glen Carbon.
A.03 Submission Requirements: Four (4) copies of the RFQ submittal are requested.
Lengthy submittals are discouraged; please keep them short and readable.
B. TERMS AND CONDITIONS
B.01 Reserved Rights: The Village of Glen Carbon reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all proposals, or to accept an alternative proposal. The Village and/or staff may seek clarification from an offer at any time and respond promptly if there is cause for rejection.
B.02 Criteria for Selection: The consultant selection shall be based on the evaluation of the firm’s proposal by a selection committee. The selection committee shall consist of a panel of engineering and administrative staff employed by the Village. The Group follows qualifications-based consultant selection procedures. Interviews MAY be required for the top two (2) firms.
The Village of Glen Carbon reserves the right to consider any proposal and to reject any and all proposals if doing so best serves the public interest.
The following criteria will be used to evaluate and rank the Project Proposals:
B.03.1 Firm Experience: This refers to the background, history and structure of the firm.
B.03.2 Specialized Experience: This refers to the exact type and nature of the service to be provided. Modification or expansion of the scope of services is encouraged where the consultant feels essential elements have been overlooked by the Group. However, each of the listed work elements must be addressed in some manner to qualify for consideration. Explain and support how your firm is uniquely qualified to provide this service to the Village of Glen Carbon. Give details of your experience in completing similar public works projects, firm experience and past performance.
B.03.3 Staff Capabilities (Prime/Sub): Whether the personnel assigned to the project have the knowledge, experience, education and qualifications necessary to successfully perform this task.
B.03.4 Scheduling/Work Load Capacity: This refers to the firm’s proposed workload and the capability to provide adequate personnel.
B.03.5 In-State or Local Presence: Proximity of the firm and assigned personnel to the Village of Glen Carbon.
B.03.6 The above categories will be used to evaluate the firm based on the following weight ranking work sheet:

Confidentiality: All submissions submitted by the firm shall be confidential and may not be discussed or shared.
C. SUBMITTAL CONTENT
C.01.1 The Firm: Include Main Contact Information, Background, History and Structure.
C.01.2 Terms and Conditions: List any terms and conditions, which may apply to a contract and are not included in this Scope of Services.
C.01.3 References: List at least three references, which you believe support your firm and the RE’s qualifications to complete a project.
C.01.4 Personnel: Provide Resume(s) and details of the Resident Engineer(s) you are proposing. Details shall include similar size and type of project experience, how they manage their staff and sub-consultants, knowledge they have used to insure the successful completion of a complicated project including organizational skills, public notification, management style, budgeting time, contractor communication, conflict resolution and project close out including punch list. List any other office personnel who will be directly involved as well as any additional projects the on-site staff will be managing simultaneously to the proposed project. Focus shall be the on-site engineers that you plan to assign to the project.
C.01.5 Conflict of Interest: Complete and submit the IDOT BDE DISC 2 Template.
II. Project Information
PROJECT SCOPE
The project consists of the construction of right turn lanes on Glen Carbon Road southward and Route 159 eastward and will require nighttime work due to the lane closures. Work is anticipated to begin in Summer 2025 with work progressing through the rest of the year.
This project is largely funded by a federal grant from the Congestion Mitigation and Air Quality Improvement Program.

Construction - $1,499,929.00
Construction Engineering - $225,000.00
Total Project Cost - $1,724,929.00
III. SCOPE OF SERVICES
The scope of services shall meet IDOT standard construction engineering services for local agency agreement. Services shall consist of construction observation and related services to construct the right turn lanes.
