Senior Java Architect
Description:

The New York State Office of the State Comptroller (“OSC”) intends to procure Senior Java Architect (“Consultant”) services pursuant to its discretionary purchasing authority under State Finance Law §163(6). This procurement opportunity is limited to businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Article 3 of the Veterans’ Services Law.

STATEMENT OF WORK

Under the direction of the Manager for the OSC Bureau of Contract’s Business Analysis and Reporting Team (“BOC Manager”) and the OSC Chief Information Officer (“CIO”) Manager of Java Applications (“CIO Manager”), the Consultant shall:


• Follow CIO standards, Java frameworks and design patterns to design graphical user interfaces, develop detailed application design and system architecture, develop application code, execute unit and integration testing, identify application code and services for reuse, develop and review technical documentation, and develop deployment scripts;
• Conduct systems analysis research and design activities for improving or enhancing system performance;
• Formulate test plans, and test and debug developed programs;
• Work directly with system users and business analysts to identify user needs and alternative solutions;
• Prepare and update project plans related to technical tasks;
• Provide regular updates to the BOC Manager and the CIO Manager on the status of tasks and any issues encountered in applications;
• Ensure that all application development and maintenance activities are consistent with OSC’s secure coding standards;
• Participate in application security testing;
• Perform code reviews of development team deliverables;
• Evaluate system defects, propose fixes, and prioritize and coordinate fixes for production deployment;
• Provide technical guidance, mentoring, and support to other programmers;
• Transfer knowledge to CIO Java staff;
• Perform other related duties as identified by the BOC Manager and the CIO Manager;
• Support BOC needs related to data analytics and reporting efforts; and
• Document all application design, development, and integration work for use by CIO and BOC in architecting current and future enterprise applications.

MINIMUM QUALIFICATIONS

A candidate must meet the following minimum qualifications to be considered:

1. Five years’ experience developing and implementing Java J2SE/EE applications in a WebSphere system.
2. Five years’ experience as a software/solutions architect for a Java J2SE/EE based WebSphere system.
3. Five years’ experience using Agile software development methodology.

PREFERRED QUALIFICATION

OSC will give preference to candidates with the following qualifications:

1. Three or more years’ experience in providing development and implementation of the Apache Wicket Java component framework in a production environment.
2. One or more years’ experience in providing development and implementation of the Angular component framework in a production environment.
3. Three or more years’ experience integrating FileNet document storage and retrieval in a Java application, leveraging FileNet web services.
4. Two or more years’ experience implementing SOAP-based web services, leveraging frameworks such as Apache CXF or JAX-WS.
5. Five or more years’ experience using BOTH Spring and Hibernate for Java.
6. Five or more years’ experience mentoring junior developers in Java.
7. Five or more years’ Java development experience using the Apache Struts framework.
8. Any additional experience beyond the minimum five-year experience qualification for developing and implementing Java J2SE/EE applications in a WebSphere system.
9. One or more years’ experience using GitLab to manage application source code and deployments.

Work Hours

The Consultant shall work approximately 40-hours per week during regular OSC business hours, working between the hours of 8:00 a.m. and 5:00 p.m. ET Monday through Friday, excluding State holidays. The Consultant may occasionally be required to work more than the regular 40-hour work week and/or outside regular business hours to support the completion of critical project objectives.

Work Location

OSC will provide all necessary IT equipment for the Consultant to work at OSC’s building located at 110 State Street in Albany, NY. At the discretion of OSC and with prior OSC approval, after a minimum eight-week probationary period (during which the Consultant must work fully on-site), the Consultant may occasionally be allowed to conduct some work remotely, but no more than 50% during any work week.

To request approval for remote work, the Contractor must submit a written request to OSC. The request must identify the requested schedule of remote hours, the location where the work will occur, and certification by the Contractor that the Contractor has verified that the location and network is appropriately secure. If the Consultant is approved to work remotely, they must do so only from their primary residence within the contiguous United States. No work is permitted from coffee shops, hotels, or other public locations. All OSC equipment must at all times remain within the contiguous United States. The Contractor shall take reasonable steps to verify that the Consultant is complying with this. The Contractor shall take reasonable steps to verify that the Consultant is complying with this requirement. Any violation of these requirements may result in the immediate termination of the Consultant.

SUBMISSION REQUIREMENTS

Interested vendors may submit no more than one candidate in response to this solicitation.

The CSS is a two-page document on which the vendor will provide the candidate’s name and hourly rate along with the contact information for the vendor.

The CSS and resume must be received by OSC no later than the deadline contained in this advertisement.
The resume should clearly demonstrate that the candidate submitted meets all minimum qualifications. The proposed hourly rate must be inclusive of all labor, licenses, insurance, administration, overhead, travel, and any other applicable expenses required to meet the applicable project requirements.

During the qualification process, candidates will be interviewed in-person or via video conference. Telephone interviews will not be permitted. Candidates who interview via video conference may be asked to show picture identification during the call. If a candidate interviewed via video conference is selected, they will be subject to an on-site interview and other reviews to verify their identity and qualifications upon the first day of starting work.

The proposer must be willing to enter into an agreement substantially in accord with the terms of the Draft Contract posted to the OSC website should the proposer be selected for contract award.
