NOTICE OF INVITATION TO BID FOR THE CITY OF RAWLINS
ENVIRONMENTALLY SAFE AND COST-EFFICIENT TRANSPORTATION OF MUNICIPAL SOLID WASTE, TIRES, AND MANURE FROM THE RAWLINS MUNICIPAL TRANSFER STATION TO THE CASPER REGIONAL SOLID WASTE FACILITY
THE CITY OF RAWLINS
, a Wyoming Municipal Corporation, will receive sealed bids (NO FAXED OR EMAILED BIDS) for providing the City of Rawlins with an environmentally safe and cost-effective method of transporting municipal solid waste, tires, and manure from the Rawlins Municipal Transfer Station to the Casper Regional Solid Waste Facility or other designated location, in the City Clerk’s Office at City Hall, PO Box 953/521 West Cedar Street, Rawlins, WY 82301, until 2:00pm MST on Thursday, July 31, 2025, at which time bids will be publicly opened. No bids will be considered that are received after the scheduled time. All bids will be on separate forms and in sealed envelopes clearly marked with the name of the project “MSW Safe Transportation” in the lower left-hand corner. This bid is let pursuant to the provisions of Wyoming State Statute §15-1-113.
There is a mandatory Pre-Bid Meeting on Wednesday, July 9, 2025, at 2:00pm MST in the Conference Room at the Public Work’s Building, located at 915 3
rd
Street, Rawlins, Wyoming.
Requirements for bid submissions include, but are not limited to, the following:

A five percent (5%) bid guarantee

Compliance with all Federal, State and Local Regulations

Execution and compliance with the provisions of the contract for this project

Requisite performance bond and payment bond requirements that meet Wyoming State Statute §16-6-112

Payment of all fees including all city fees, permits and licenses related to the project, please contact Public Works at 307-328-4599 ext 4022 for any question on City of Rawlins fees or permits

Bidding documents are available from the City Clerk’s Office at the address shown above, by calling 307-328-4500 ext 1001, or by downloading them from the Rawlins website at

. Bidders must use the City of Rawlins Bid Form. All questions should be addressed to Director of Public Works Cody Dill, at 307-328-4599.
The Bid Specifications, General Provisions, Bid Form, Invitation to Bid, and Wyoming Statute §15-1-113 are by reference made a part of the bidding documents and invitation to bid. The City of Rawlins reserves the right to accept deviations from the specifications and to waive any and all formalities or technicalities in the bidding in the sole discretion of the City. The City reserves the right to reject all bids or accept any bid, which in its sole and absolute judgment, shall under all circumstances best serve the City’s interests. The City may require up to forty-five (45) days after the opening of the bids for acceptance of the winning bid.
Pursuant to W.W §16-6-106 preference is hereby given to materials, supplies, agricultural products, equipment machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.
