The project is a land-based repair effort to restore approximately 2,100 linear feet of the Central Revetment (34.095760° N, 119.109558° W). The revetment slopes will be restored with gradients of 1.5H:1V to 2H:1V. The project will increase the revetment crest to a design elevation between +20 and +23 feet (NAVD88) from the existing central revetment elevation, which currently ranges from +13 to +23 feet. The seaward slope will be reinforced with a minimum of two layers of estimated 6 to 8 ton armor stone, while the landward slope will utilize a minimum of two layers of estimated 2 ton reset armor stone. Approximately 35,000 tons of new armor stone will be required.
This acquisition will be issued as a Sealed Bid awarded under FAR Part 14 Sealed Bidding. The solicitation may be issued on or about 11 August 2025 with a tentative bid opening date of 10 September 2025. Plans and specifications will not be provided in hard paper copy.

This project is set-aside 100% for Small Business. In accordance with FAR 36.204(G) this project is projected to cost more than $10,000,000.
CONTRACTOR REPONSIBILITY, PRE-AWARD SURVEY INFORMATION TO BE SUBMITTED WITH BID
In accordance with FAR 9.103(a) ... contracts shall be awarded to responsible, prospective contractors only. In order to determine a contractors responsibility for purposes of contract award in accordance with FAR Part 9, a statement regarding previous experience in performing comparable work and information related to their business organization, financial resources, and/or plan to be used in performing the work is required. In accordance with FAR 9 Determination of responsibility of the offeror by the Contracting Officer, please provide the following information in order to perform a preaward survey on your firm:
1. List of projects completed for the past three years, including dollar value of each contract.
2. List of projects in progress, percentage of work completed, including dollar value of each contract.
3. The name and qualifications of the employee designated to act as the Project Superintendent/Manager for this contract.
4. Copy of latest financial statement
5. General description of your firm
6. Please include client information (Point of Contact: Name, telephone number) and/or past performance evaluations for projects listed in your Pre-Award Survey package.
7. Equipment to be used for the project.
A site visit is planned for 11:00 a.m. on 21 August at Naval Air Station Point Mugu. Attendees must obtain access to the Navy installation by submitting applications for One-Day Passes from the Base Visitor Control Office at least 14 days prior to the site visit. Application includes: Submission of an individual SECNAV FORM 5512/1 for all personnel requiring access along with a consolidated spreadsheet listing personnel requiring access to the Navy Primary Contact via email at Jan.s.granade.civ@us.navy.mil.
