SCOPE: The Plano Independent School District (Plano ISD) is seeking proposals for the purchase of software, applications and subscriptions that are requested for use by teachers and/or campus/department administrators and intended for use by students or staff on district issued devices. The District reserves the right to determine if any of these products are acceptable for use on our network.  If the product is deemed unacceptable, no award will be made to the respondent.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200 requirements to procure vendors who provide goods and/or services purchased by Plano ISD using federal dollars. This proposal may be used with local, state, federal and grant
Plano ISD urges all vendors that provide software programs and applications to respond to this Proposal, even if you are a SOLE SOURCE provider of the product. This could include but not be limited to educational, database subscriptions, online certification exams, online curriculum assessment, subscriptions for online delivery (Web-Based) services or products, online tutorials, online reporting, publishing, simulations, graphics, facility management, etc.
The District may elect to issue supplemental bids and approve additional vendors for the same or similaritems/services during the agreement period, if it is determined to be in the best interest of the District. Supplemental bids will have the same RFP number followed by an alpha character and a number i.e. (RFP 2025-12-32-S1).

Vendors that have responded successfully to the original or a supplemental bid will not have to respond to other supplemental bids.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200 requirements to procure vendors who provide goods and/or services purchased by Plano ISD using federal dollars. This proposal may be used with local, state, federal and grant funded programs.
Non-Exclusive Contract
Any contract resulting from this solicitation is non-exclusive and shall be awarded with the understanding and agreement that it is for the sole convenience of Plano ISD.
Plano ISD anticipates awarding this contract to multiple vendors in order to best serve the needs of the District.
Plano ISD is requesting all proposals be awarded as Non-Exclusive contracts, by which multiple vendors may be designated as supplier for the product covered under the terms of the contract for the duration of said contract.
Plano ISD is free to have multiple contracts for the awarded goods and services and may initiate other procurement solicitations or purchasing activity with other vendors at any time, at Plano ISD's sole discretion.
All Plano Independent School District departments and schools will be given the option to purchase software from a list of qualified vendors as a result of this RFP.
TERM: The term of this proposal shall be for one (1) year with five (5) successive one (1) year auto-renewals, based on the long-range needs of the District and mutual consent of both parties not to exceed six (6) years total.
ESTIMATED ANNUAL EXPENDITURE: The estimated expenditure for this district-wide contract is approximately $3.5 million annually. However, this estimate should not be construed to be a guarantee of either minimum or maximum since usage is dependent upon actual needs and available funding. This estimate may be exceeded by 25% annually.
Plano ISD has the option to extend this RFP at the end of the performance period for up to 120 days if determined to be in the best interest of the district to ensure availability of products and/or services. Plano ISD has the option to issue subsequent RFPs as needed.
Initial Contract Period: January 2026 - January 2027
Contract YR2 (Option): January 2027 - January 2028
Contract YR3 (Option): January 2028 - January 2029
Contract YR4 (Option): January 2029 - January 2030
Contract YR5 (Option): January 2031 - January 2032
Contract YR6 (Option): January 2032 - January 2033
