This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Please refer to Solicitation number SP4703-25-Q-0051 when responding to this requirement.
This is a firm-fixed price award. This acquisition is set-aside for 100% small businesses.
The North American Industry Classification System (NAICS) Code is 324110 and small business size standard is 1,500 employees. Department of Labor Wage Determination No.: 2015-4313 / Revision No.: 23 applies to this requirement. Partial proposals will not be accepted.
This requirement is to furnish all labor, transportation, equipment, materials, tools, instruments, supplies, supervision, and management required to support the delivery of Liquefied Petroleum Gas (LPG) to the Defense Supply Center Richmond (DSCR) essential for proper equipment operation and job performance. The Contractor will put DSCR on a routine delivery schedule and all tanks’ locations will be serviced and kept full without DSCR personnel having to call for services, unless the mission dictates the need for an increase in the deliveries. The Contractor shall provide liquefied petroleum gas up to 6,718 gallons per performance period (12 months) to fill 128 tanks.
Requirement must be completed as stated in the SOW. Performance period will be a 12-month base period plus two 12-month option periods. Base performance period will be September 26, 2025 through September 25, 2026.
The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal.
Accessing DLA installations, effective May 7, 2025:
DLA installations will no longer solely accept a state-issued identification that does not meet the Real ID Act of 2005 standards as proof of identity. Acceptable IDs for access to DLA and other Department of Defense installations include:
First-time visitors or personnel with expired passes must register a Real ID online or at their local Visitor Control Center prior to installation access. Visitors may expedite this process by submitting a pre-approval request, Snow said.
Visitors requesting access without a Real ID Act-compliant ID or who can’t provide a supplemental ID will be denied unescorted access.
