The Health Readiness Contracting Office (HRCO), Joint Base San Antonio,
Fort Sam Houston, TX intends to increase the contract,
W81K0423D0007, ceiling value of the current IDIQ award by $5M on a sole source basis to the incumbent contractor Goldbelt Apex,m LLC. 5500 Cherokee AVE. STE 100, Alexandria, VA 22312-2357 utilizing the authority of FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements under the authority of 10 U.S.C. 3204 (c)(1).
The United States Army Reserve (USAR) Regional Training Sites-Medical (RTS-MED), Medical Readiness and Training Command (MRTC) and Army Reserve Medical Command (ARMEDCOM), as well as their joint endeavors. is a program with training facilities equipped to provide and support collective and individual training to medical units and personnel. The RTS-MED program is responsible for training reserve component medical units, other Army components, joint medical units, and civil authorities in disaster assistance and response to weapons of mass destruction. The three primary sites are Camp Parks CA, which includes the sub-site at Fort Hunter-Liggett CA; Fort Gordon GA; and Fort McCoy WI. RTS-MED training and support is guided by the Sustainable Readiness Model (SRM), formerly Army Force Generation (ARFORGEN) model. SRM centers on task proficiency and applies to all echelons of the Army. The Standard Decisive Action Mission Essential Task List (METL) for medical units serves as the guide to ensure medical unit Commanders are supported in meeting training objectives and move thru annual force generation processes. The RTS-MED provides training services to all types of USAR medical units and to military services’ Active, National Guard, and Reserve units. However, the priority remains the USAR medical units. RTS-MED enhances the readiness of USAR and other DoD personnel and units through integrated clinical and tactical training.
The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, David Robledo, at david.robledo17.civ@health.mil with the Notice ID number referenced in the subject line.
