This is a combined synopsis solicitation. The requirement is for providing of on-site travel management and related services to U.S. Mission located in New Delhi and its consulates in Hyderabad, Chennai, Mumbai and Kolkata in India. Please note that this is a combined synopsis/solicitation for a commercial item. This will be a requirement type contract with transaction fee based on a fixed rate per transaction. The contract will be for a one-year period from the date of the contract award, with four one-year renewal options. Delivery is F.O.B. destination to Embassy of the United States of America, New Delhi and its consulates in Hyderabad, Chennai, Mumbai, and Kolkata in India. The contractor shall furnish managerial, administrative, direct labor personnel and required equipment to accomplish all work as required in the contract. The estimated numbers of air tickets booked annually for the Embassy of the United States in New Delhi and its consulates in Hyderabad, Chennai, Mumbai, and Kolkata are 62,000 both international and domestic. These are estimated figures only and are not guaranteed. In addition, services include booking of bus and rail tickets, providing airport transfers and meet and assist services at airports for official visits.

Please note these are only estimated quantities. The anticipated performance is for a base period of twelve months and four one-year periods at the option of the Government.

Embassy of the United States in New Delhi intends to conduct a pre-quotation conference for the purpose of answering questions concerning this solicitation on November 5, 2024 at 1430 Indian Standard Time at U.S.Embassy, Gate # 7, Nyay Marg, New Delhi, 110021, India. Instructions on how to participate in the conference are provided in the solicitation document and its cover letter.

All responsible sources may submit an offer, which shall be considered. The deadline for submission of offers is November 22, 2024, by 1700 hours (Indian standard time). Instructions on how to complete and submit the offer are provided in the solicitation (Section 3 and its addendum) and its cover letter. Please read the solicitation document carefully before submitting an offer. Award will be made to the lowest priced, technically acceptable offeror. Only offers received within the response timeframe will be considered by the Government. Potential offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on SAM (System for Award Management) Database https://sam.gov/content/home. All requests for clarification must be submitted in writing via e-mail at: vedij@state.gov on or before October 30, 2024, by 1700 ours of Indian Standard Time. Any question received after October 30, 2024, shall not be answered.

All contractors have to be registered in the SAM (System for Award Management) Database https://sam.gov/content/home. prior to contract award pursuant to FAR provision 5.204-7 with its Alternate I. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
