Description

NASA/KSC has determined that the current indefinite-delivery indefinite-quantity (IDIQ) ceiling for NASA Task Orders under the NASA Medical and Environmental Contract (NEMCON) 80KSC20D0023 is insufficient to meet agency needs through the contract period of performance.





NASA/KSC intends to issue a sole-source modification to increase the IDIQ ceiling by acquiring additional capacity from HSG, LLC. This modification is supported by the statutory authority in 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii). Under these regulations, only one responsible source—capable of meeting the agency's highly specialized requirements without incurring unacceptable delays—can supply the necessary services.





The incumbent contractor was selected through a competitive process conducted under a total small business set-aside. The contract award was based on a comprehensive evaluation of proposals that assessed technical proficiency, past performance, and alignment with NASA’s requirements. Since the award, the contractor has consistently delivered satisfactory performance. Furthermore, the incumbent contractor possesses the necessary expertise in environmental and medical services to support NASA’s complex and specialized requirements for its space and aeronautical missions.





Furthermore, the current task order ceiling was originally established using historical execution data from the previous Kennedy Environmental and Medical Contract (KEMCON) and by factoring in changes in mission priorities, anticipated workload increases, scope adjustments, and new requirements from NASA Headquarters. However, that estimate did not incorporate input from certain NASA Centers, many of which had planned to use their center-specific contracts rather than NEMCON.





On November 1, 2019, NASA issued Procurement Notice (PN) 19-12 to streamline enterprise procurement strategies via NFS Appendix A. Subsequently, on July 31, 2024, PN 24-07 was issued and established section A-102.28, Occupational Health Services, to the NFS, designating NEMCON as the contract vehicle for these specialized services. The expansion of NEMCON's role through these initiatives has significantly increased the projected utilization of NASA Task Orders, with confirmed agencywide requirements pending increase of this task order ceiling action. Given these developments, revising and raising the current task order ceiling is essential to ensure continuity of critical services and to meet evolving operational demands.





Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Anthony Islas, Contracting Officer at anthony.islas@nasa.gov not later than 3:30 pm Eastern Time on April 15, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
