The Department of Information Technology Services, partnering with the Department of Direct Care and Treatment (DCT), intends to renew an agreement with Emerald City Software, for up to 12 months. The agreement will provide software licensing, maintenance, and support related to the Atlas Emerald City software. The Atlas Emerald City software includes, but is not limited to, ATLAS/ ESS maintenance and SEMA4 interface maintenance for four different subdivisions of the Direct Care and Treatment (DCT) division of DHS, and ATLAS mobile annual licenses. This proprietary scheduling software is used by four different subdivisions of the DCT division of DHS and by approximately 3,200 end users.
Emerald City Software retains exclusive ownership rights and is solely responsible for providing the necessary licensing, maintenance, and software updates. None of these required products or services can be obtained through a third-party vendor. In addition, other divisions with DCT use the same software to ensure uniformity across all subdivisions within the DCT division. This makes the software the only option for the DCT division at this time. For these reasons, the renewal has been deemed a single source purchase.
