Description
This is a combined synopsis/solicitation (3624825Q0589) for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective 01/17/2025.

1. Scope of Work
This requirement needs to provide VA Approved Holsters and Optics.
2. Background
The C.W. Bill Young VA Medical Center s Police Service requires specialized holsters for their weapons. The stock holsters that come with the weapon itself do not allow for added accessories such as a light source or laser pointer that would be attached to the weapon, to also be properly secured on the officer s person. The Blackhawk holsters allow not only for the weapon, but any added accessories that the office may need, while maintaining it securely at the officer s waist, without fear of tapering or compromise the officer s security doing their duty.

Electronic Submissions is the preferred method: Quoters shall email their proposals to lakiesha.anderson@va.gov and must have the solicitation number indicated in the Subject line. Files must be readable using Microsoft Office 2007 or later: Word Document (Doc or Docx) and Excel. Files in Adobe* PDF Files when scanning documents, scanner resolution should be set at least 200 dots per inch (dpi). Zipped files are not acceptable.

(2) Follow the quote preparation instructions as given in the solicitation and prepare your response by providing the requirement and supporting documents. Quoters must be registered in the System for Award Management (SAM) https://www.sam.gov and have a Unique Entity Identification (UEI).

(3) Timeliness. Make note of the solicitation closing date and time listed on the first page of the solicitation.

Instructions for Preparation and Submission of offers / quotes/ proposals:
Quote Format and Content - The quote must have information identifying the offeror, the solicitation number and the contents as outlined below. The quote must be complete, self-sufficient and respond directly to the requirements of the solicitation.

Volume One Pricing shall contain the following:

Price/Delivery Schedule should be submitted fully completed. Price Schedule shall contain prices for the established Contract Line-Item Numbers (CLINs) set forth in the section to include prices for the Period of Performance.

Must include Manufacturer Part Number

Volume Two Administrative documents shall contain the following:

Standard Form (SF) 1449 should be submitted fully completed. The SF 1449 should contain an original signature in Block 30(a) of the form. The contractor shall acknowledge all amendments to the solicitation that may be issued.

Authorized Distributor letter from the manufacturer within the past year must be submitted. (If applicable)

FAR 52.225-2 shall be completed to be considered.
Submission of your response shall be received not later than April 10, at 12:00PM EST. at lakiesha.anderson@va.gov. Reference RFQ 36C24825Q0589 Police Service Holsters.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
