NOTICE OF INTENT TO AWARD SOLE SOURCE:



The 502d Contracting Squadron intends to issue a sole-source award to SciAps Inc. (CAGE Code: 6ZB94), 7 Constitution Way, Woburn, MA, 01801-1194 for the purchase of one SciAps X-550 Pb Analyzer. The SciAps Lead Analyzer is currently the only non-radioactive analyzer approved by the Housing Urban Development (HUD) agency for use in Child Occupied and Target facilities to include Child Care Facilities and any other facility that meets the definition. This brand name item is required for determining OSHA Negative Exposure Assessment requirements for various projects and work tasks across JBSA. The purpose of this action is for the purchase of a supply for which the Government intends to solicit and negotiate with only one source, SciAps Inc., under the authority of FAR 13.106-1(b)(1)(i). In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracing officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulfilling this requirement. A determination by the Government not to compete this requirement is based solely upon the Government based on responeses to this notice. Information received will be considered for the purpose of determining whether to conduct a competitive requirement as is solely within the discretion of the Government.
