Description
THIS IS A PRESOLICITATION NOTICE.

A REQUEST FOR PROPOSAL (RFP) WILL BE POSTED ON OR ABOUT May 1, 2025.

The National Park Service, Northeast Region, Philadelphia Major Acquisition Buying Office intends to issue a Request for Proposal (RFP) for a firm fixed priced construction contract, subject to the Davis-Bacon Act to furnish all labor, supervision, supplies, equipment, tools, materials, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for the project required to complete the work in accordance with the Contract Documents.

REPAIR, REHAB AND PROTECT HISTORIC DUDLEY
DIGGES HOUSE:
Work consists of: Repairs & rehab to the historic home¿s exterior shell (which includes
replacement of damaged siding and re-glazing the windows), isolated structural repairs to
some sistered rafters, replacement of a basement beam (requiring three new 6 x 6 columns
and one 3¿ x 3¿ x 1¿ footings), and the addition of cross bridging for the main level¿s floor
joists. There will be some repointing of the interior brick at a few areas along the foundation
walls. The ductwork that stems from the north AHU will be removed as needed to replace the
basement beam, then re-installed once the beam is in place. Two sump pits and pumps are
to be provided and installed to remove water from the replaced foundation drainage lines.
This project will include all necessary excavation work to expose the foundation walls in order
to clean, dewater and install a water barrier to the entirety of the foundation walls and to
replace the foundation drainage lines as well as to restore the existing ground gutter and
drainage outfall system and to regrade around the home in order to eliminate water infiltration
into the basement. Work includes removal of the home¿s exterior ramp and the removal and replacement of portions of the existing front entry¿s brick paver sidewalk and the backyard¿s brick paver
patio as required to install the sump pits.

Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.

NAICS: 236220 Commercial and Institutional Building Construction; the small business size standard is $45 million.

This requirement is being procured in accordance with Far Part 15 and Part 36

The order of magnitude for this project is estimated to be between $250,000 and $500,000.
Location of Work: Colonial National Historic Park, Historic Dudley Digges House, 605 Main
Street, Yorktown, York County, Virginia.

Estimated contract performance period is 396 days from notice of award.
