The County is seeking proposals from qualified Vendors for Old Ocean City Road Corridor Sewer Extension Preliminary Engineering Report , in accordance with the terms and conditions and specifications set forth in this solicitation. The purpose of this Request for Proposal is for Wicomico County (“County”) to contract on behalf of the Department of Public Works to perform professional engineering services for a Preliminary Engineering Report (PER) to evaluate the Old Ocean City Road Corridor Sewer Extension Project, in conformity with the requirements contained within the Proposal Document(s). The PER shall comply with USDA RUS Bulletin 1780‑2 requirements and build upon the Wicomico County Water and Sewer Master Plan (September 2021). The report will define the project need, evaluate feasible alternatives, and include conceptual layouts, life‑cycle present worth cost analyses, detailed and total cost estimates, and an annual operating budget.
The study area includes the Old Ocean City Road corridor bounded on the west by Civic Avenue, on the east by Walston Switch Road, and on the south by Route 50 and excludes areas within the City of Salisbury already served by sewer. Service area evaluation will be based on septic system data from the Wicomico County Health Department, with priority given to existing developed properties at higher risk of septic system failure rather than future growth. Vacant parcels will be assigned Equivalent Dwelling Units (EDUs) based on their development potential under approved Septic Tier Maps.
The PER shall evaluate two treatment alternatives: extending service from the City of Salisbury Wastewater Treatment Plant, and constructing a new County‑owned regional WWTP east of Salisbury near the Walston Switch Road and Old Ocean City Road intersection, which would also serve the Rural Village of Parsonsburg. While site‑specific siting and effluent disposal analyses are excluded, the study must assume spray irrigation, estimate lagoon storage and land area needs, evaluate biosolids options, and identify future site selection and testing requirements. The scope includes identifying downstream sewer and pump station upgrades needed for service, coordination with the City of Salisbury led by the County, and reference to a previously completed Parsonsburg PER for cost information.
There are twelve (12) priority focus areas in the full study area with known failing septic systems in eleven (11) of the twelve (12) priority focus areas. The full study area and priority focus areas are shown on the provided map. Priority for the service areas should be given to areas with potential for septic system failure. The priority focus areas are existing improved properties, not for growth. Vacant parcels shall be allocated a EDU based on the parcels ability to be developed within the County per the approved Septic Tier Maps. Attached is a table that provides parcel counts and improved parcels within each priority focus areas.
